Sorry for the ambiguity. I meant institutionalized racism in the judicial system.

Surely the difference in the number of crimes comitted by blacks and their white counterparts cannot solely be attributed to economics, although I think it's probably a large piece of the puzzle. BTW, your quick counter wouldn't be enough to falsify the stronger assertion that the difference is entirely a matter of economics--it may well be the case that having half of X leads you to do seven times as much of Y.
