Basic health care in Russia is free, though you are expected to live a tip for the doctor (they earn practically nothing). The quality, however, is far from stellar, because the clinics are strapped for cash and the best doctors, except for the really devoted ones, go to private health care clinics where they earn a lot more.
"General acknowledgement" yes, without a shadow of a doubt. Most Russians subscribe to a socialist value system. The elites, on the other hand, are a different matter entirely. The Putin government, at least, is rhetorically and to some extent practically committed to helping the disadvantages swathe of the population.
