Why does that surprise you?  Shrub is following Adolf Hitler's political 
path, first being appointed to the office by his cronies, the by embarking 
on militarism to divert attention from domestic problems -  so the next 
logical step is to "switch off" the opposition and render the elections 
meaningless, or rather turn them into political support rallies.
