I don't think this is very startling news. It has been basic to U.S. strategy since the 1940s to prevent European (Soviet, British, French, EU) control of mideast oil. That is what the overthrow of Mossedegh was all about. The tactics vary, depending on various contingencies (including the personal quirks of those doing the planning) but there has been no change in the strategy. Strategically, the coming Iraq War is an attack on the EU, and at least for the present the EU seems to have no way to oppose it.
