It was part of Carter era nicey-nicey with the post-Maoist Chinese. 
Support the Khmer Rouge to make China happy and give Vietnam a bigger 
headache.

Absolutely despicable. IMNSHO, the absolute nadir of U.S. policy 
since World War II.
