passed the ADA, it did not specify that people could collect punitive
damages for violations (Bush insisted upon a watered down version in
order to sign it) but since the ADA was fashioned like the Civil
Rights Act of 1964, there was an assumption of the availability of
punitive damages under Title VI.</font></div>
