"war on terror". Hit squads would be sent abroad to "kill
or capture" <br>
al-Qaida leaders, according to the Pentagon. That could lead to <br>
covert operations where even the government of a country would be <br>
unaware of the US presence, says the paper, and might also conflict
<br>
with the ban on assassinations.<br>
