<b>W.T.O. to Allow Record $4 Billion Trade Sanctions Against U.S.<br>

</b>The World Trade Organization is said to have ruled today that <br>
Europe can impose a record $4 billion in trade sanctions <br>
against the U.S. in a tax dispute. The sanctions, expected to <br>
be officially announced at 10 a.m. ET, are 20 times the <br>
amount levied in any previous W.T.O. ruling. <br>
