Watch out: there are two Duncan Campbells, and I strongly suspect (though I do not know) that the one who wrote on ECHELON is not the one writing in the report you quote below.
One is a reporter on the Guardian, the other a freelance writer who is extremely interested in the workings of MI5, etc.
They are often confused.
