The idea of refusing to edit, or give a response to, someone else's work could also be thought of as pretty anti-social, even anti-socialist. The author-editor relationship can and should be collegial and supportive. Sounds more like an excuse for laziness. Not giving an author a reason for rejecting her or his work, now that's authoritarian.
