A good friend of mine, a Chi Kung martial artist for many years (good guy to have around when bad shit happens), has this saying posted above his desk at home.
He attributes it to the Chinese thinker Lao Tze, the pruported founder of Taoism.
Mao was quite the amateur scholar of Chinese culture - philosophy and literature included (I believe he was a big fan of 'The Romance of The Three Kingdoms" an ancient novel) and Bruce Lee was a well educated young man.
It's not surprising that two fellows who were fond of the marriage of thought and action found and fell in love with this saying.
