Cockburn's said many times that he believes in the chaos theory of politics - that anything that increases the level of chaos (and its relative, gridlock) is good, and anything that decreases it is bad. Clearly, the recall greatly increases the level of chaos, so therefore it's good. Budget? Who needs a budget?
