U.S.-Russia deal believed behind North Korean talks

Chechen rebel leader Shamil Baseyev, who the Russians said was the mastermind behind the seizure of a Moscow theater in October, was called an international terrorist by U.S. Secretary of State Colin Powell on Aug. 8 and added that his assets in the United States had been frozen.
The U.S. action was noteworthy for its timing as it came soon after six-nation talks on North Korea's nuclear development programs had been agreed on with the help of Russia's mediation.
