If - as the WSJ also reported - the truckloads of money that are being shipped in to Iraq from frozen Iraqui assets in the US are used to finance these ventures, and the ventures are in preparation for the rebuilding of the US electic grid (learning from making your mistakes on a job that someone else pays for), then the picture begins to look more complete.
