I think there's a cynicism in cube-land that manage-slackers are just like people you meet who were born rich: complaining about it isn't going to make them less rich. And the few who have done something about a particularly bad manager are likely to tell you that they were replaced by someone worse.
The "management class" isn't likely to fall anytime soon.
