SDS in lieu of SPS Despite the failure of the liberal Union of Rightist Forces and Yabloko to clear the all-important 5 pct barrier necessary for representation in the lower house, the new Duma will have a right-wing deputies’ group. A democrat Vladimir Ryzhkov, who has been elected in his constituency, has announced plans to set up what he called the Union of Democratic Forces, or SDS. Ryzhkov hopes to gather the 35 members necessary for the union to be officially registered as a deputies’ group.
