Well, that's the whole question: if HIV tests are not widely conducted in these places, and governments do not effectively assess the cause of death, how do we know how prevalent AIDS is in these areas? Statistical models can be useful, but as anybody who uses stats knows, the validity of a stat. model is contingent upon many assumptions and the specific variables in the model.
