I'm pretty sure it's just because it's a better summary of the book. The subtitle in exactly the same as in the German. Given that, which one would you choose as a better title?

Three Faces of Fascism: Action Francaise, Italian Fascism, National Socialism

or

Fascism in its Epoch: Action Francaise, Italian Fascism, National Socialism

To me the second one sounds like untranslated German. It's not uncommon at all to change translated book titles to this extent simply because the literal version sounds clunky.
