The tax only collects about $30b a year, so I'm not sure it is the most effective tool. Nor is $30b all that important in a two trillion dollar budget. The corporate income tax is probably better. It's certainly bigger.

WASHINGTON, DC—The federal government’s most effective tool for reducing wealth inequality is the estate tax, but the tax is being phased out so that by 2010 the government will no longer collect taxes on the estates of the rich.
