The critical word here is "we". "We" means the masses, for a Leninist like Carrol, in the same way as "we" means "the people" for a Hobbesian.
It means State power would be seized and that State Power would be used for "the masses", the same way as the bourgeois state is used for "the people".
The question is who are the masses. The Leninists lump them into one group, over which the Leninist state is to reign (as representative of the masses), and mediate on their behalf. Power is once again alienated into a constituent form, and used for an abstract "good of the masses", ie good for the socialist state apparatus (in other words, totalitarianism).
The coops, social centers allow power to remain within those bodies instead of alienating it into a Central Committee and Politbureau.
"WE" and "The MASSES" provoke wet dreams among the dying trotskyites and maoists of the world like Carrol.
