Wow, Brit Hume had the answer to that on Fox News last night - maybe he forgot to tell the admin! It's this: they're approaching Iraq on the terror model, and NK on the Cold War model. Containment worked in the Cold War, but can't in the war on terrorism. Presumably the underlying concept is that Cold Warriors are rational and terrorists aren't. You deal with the former, and kill the latter.
