No. The cite is from the NY POST of March 1948, just at the time when Leo Isaacson won the second American Labor Party seat in the House of Representatives in a special election in the Bronx (joining Vito Marcantonio), thereby convincing Truman that continuing the pro-British slant of US Palestine policy would cause him to lose the entire Jewish vote to Henry Wallace. Thus, when the State Of Israel was proclaimed a few weeks later the US closely followed the USSR in recognizing it.
In the cited column, Velikovsky restricts himself to reminding readers of the Mufti's status as a Nazi war criminal--which he manifestly was.
And the title of Velikovsky's epochal book, which, despite all slanders and sniping, did succeed in restoring our recognition of the reality of celestially- caused catastrophic events in world history, is "Worlds In Collision," not "when worlds collide."
