He argues that mobilizing voters will not make any diofference in the outcome of elections. It makes sense - election participation is a function of social connectedness, not political ideology.

A few years ago I read an anaylys for the result of the "motor voter" bill - it turns out that repugs were big winners (lower class in this contry is staunchly conservative).
