So if that's the standard, what about Israel? Small scale imperialist? 
Check. Crossed borders? Check. Maintained a brutal, illegal occupation for 
thirty years? Check. Aspires to a Middle East empire? Check. Possesses a 
few hundred nuclear bombs and the ability to deliver them? Check.
