Assumably, they recruit not from the public but from the core group of organizers who work on the whole operation. And if they pick off good organizers (which they obviously have done over time), that does help them in the "in between" crisis times when they do push WWP issues more openly. That seems to be the basic strategy-- go with the mass flow in the peak periods, pull in cadres from the core of frenetic activity-- then let the coalition die and pull their cadre into the center.
