You expect logic? The whole rationale for war is a cross between "because we can" and "because we want to." Inspectors can't find anything? That *proves* SH is hiding stuff! But if SH really were hiding dastardly stuff, they probably wouldn't want to start a war. They only pick on people they know they can crush.
