Though I'm not sure about:  "Whether to grade or not is not up to 
teachers." The only time teachers get "not to grade" is when they go on 
strike. When I was "teaching" college, it was pretty clear to me that what 
I was being paid for...was to grade. Had I stopped, I would have lost my job.
