SOTU (Did Bush forget?)

Listened to the State of the Union on Radio. One analyst offered that Bush had prepared to reference a few individuals seated up in the balcony, "regular citizens" placed there to make some point of his. This has been the tradition of State of the Union addresses since Reagan, the analyst said. However, Bush never indicated or referenced anyone in the audience, nor did he point out the empty seat in the audience meant to symbolize 9/11. The analyst offered that Bush "must have forgot."

Anyone know anything about this?
