i agree here more with dwayne than matt, but i think we're about to get socked by a red herring. part of the problem, also mentioned by dwayne (or possibly tom) is that what's happening is that design and prototyping is getting shorter and shorter shrift at the same time that development is getting shipped overseas to programmers who likely have little or no sense of software design and development (as opposed to writing code) and certainly have no or next to no contact with design. this separation of design and development (a return to old models) is a recipe for software development disaster and is the sort of thing that explains lower quality final products without relying on the argument that indian or pakistani programmers are somehow less skilled than american programmers.
