i suppose that what the gvt was waiting for: bad guys who attempt to 
enter the country=good reasons to reinforce "anti-terrorist" measures 
(read mostly anti-foreigners), and good reasons to modify legislation 
to fight terrorism at its root, ie send the self defense forces abroad 
to defend japan preemptively... lovely !
