Note the denial came from the Office of National Assessments. That's the part of the intelligence service which compiles briefs for the Prime Minister and Cabinet.
John Howard runs a very, very tight ship, a model of democratic centralism. The ONA seems to be very much in the orbit of his influence. It has already gotten pie on its face before, when it publicised the children overboard claims, only to have them dismantled by the media piece by piece over three ever so funny months.
