And then there is the view that, in the face of a failed Brzezinskian strategy
(see 'The Grand Chessboard" of course), the second best course in lieu of
hegemony over Eurasia would be to sow as much discord and chaos in the wake of
your strategic retreat. And strategic retreat - from the UN, from NATO, from
the Cono del Sur, from Eurasia _except_ the Middle East, where they're looking
like basing themselves against all comers for the long duree, and Japan, which
they'll try to keep a grip on at almost all costs (it's our virtual central
bank, for christsakes) - looks just like what Washington is really conducting.

I thought the line was that failed states are breeding grounds for
terrorists, like stagnant pools are for mosquitos. So yes, chaos
should be a problem for them.
