Mr. Wolfowitz repeated the number later, saying, "Even if there are 20,000 committed Baathists targeting our success, there are 19 million or more Iraqis who ..."
The Google link points to a piece titled "Senators Assail Bush Aides for Lack of Data on Iraq's Future" which doesn't include the 20,000 figure. A search for 'committed Baathists' on the Times site brings you to the "Senators Assail" piece.
