It seems that the charges of racism are a hyperbole, to say the least, especially in the view of the above quote. BofA does what it can get away with (i.e. "what market can bear") just as every other business does. It can get away with milking customers in states with weak consumer protection laws, so it milks customers where it can. Plain and simple.
