Ney Yory City is a political unit, not an economic one. Debate about whether this city could be ruled by consensus misses the point that consensus is about avoiding the situation of having people ruled over.

If you take as your starting point that people need to be ruled over, then you are unlikely to ever come to the conclusion that consensus is the best way of doing it. But if your objective is management of the economy in the best interests of all (rather than the best interests of the majority) then consensus seems to be the logical choice
