This is de rigueur. On any subject dealing with Russia, the Western media invariably drags out some Western-oriented "liberal" who basically serves the function of the "good Russian," no matter how irrelevant he or she is. Yavlinsky is a case in point. He's domestically pretty irrevevant, but constantly quoted abroad.
