I've read a lot of Orwell as well as two bios and this makes no sense. Orwell devoted his writing life to expressing the devastation of the human condition in capitalist/colonial society, politics and the use/abuse of language.

I get the feeling this may have been Orwell's idea of a joke. This makes as much sense as saying 'Darkness at Noon' was about the Catholic church. 1984 was at the broadest level a satire on the Stalinization of English socialism. A lot of other things as well, but not the Catholic church. Somewhere in his grave Eric Arthur Blair is snickering over this one.
