If it's like a Daisy Cutter, the technology is similar, but not identical, to a fuel air bomb. Fuel Air Bombs disperse only explosive fuel and ignite it using the air's oxygen; the Daisy Cutter disperses an explosive and an oxydizer. For the large amount of fuel sprayed out, it's supposed to be more, uh, reliable.
