It's very worth noting that the bias at State has always been this -- CIA, DoD, the Wolfowitz crowd and State are all bickering back-and-forth about this. There was an article in the NYT Magazine ("Dreaming of Democracy", 2nd March 2003) that outlined this fight, and had much info from Kanan Makiya ("Republic of Fear") on the fight and what has been involved.
