That's precisely what happened in Baghdad on A-Day. 300 enormously powerful bombs causing 3 dead according to official Iraqi sources. That's an enormous amount of undeadly force directed purely at symbolic targets.
I share your skepticism about its effectiveness. It may in the end be nothing more than a footnote.
