Your evidence? They tolerated a-Q, with whom they shared some social and religious views. I do not know of evidence that there were orders going either way. I just finish reading Dilip Hiro's seemingly fair and comprehensive book, War Without End, with a good chapter on Afghanistan, and extensive discussion of the relationship between the T and a-Q. Nothing he says offers any support for a puppet relationship on either party's part. jks
