Theoretically it could. It might well have an interest in it. It certainly has an interest in high oil prices.

The point is that if it did after increasing its production capacity, (and everything else staying the same) there would then be two swing producers, Saudi Arabia and Russia. And that might be true even if it didn't join. It could support Opec from outside, as in a parliamentary minority government set-up.
