[A surprise front page lead story from my local paper, which is usually a conservative rag. Sanderson is the local State Governor --- here a mainly ceremonial position --- and was head of the Australian Army, 1995-98.]

"US force incites terror: Governor"

"W[est] A[ustralian] Governor John Sanderson has accused the United States of provoking terrorism by flexing its military might outside the United Nations.

He said the undermining of the UN and the international focus on America's strategic interests meant some people would now see terrorism as their only leverage on the world stage.

"The Americans are so dominant in military capacity and that has just been shown to us in great detail . . . so what alternatives are available to people to make their point?" he said.

Lt-Gen. Sanderson - who commanded a 16,000-strong UN force in Cambodia and was Australia's army chief from 1995 to 1998 - said the UN had become severely discredited in the eyes of the American public.

The world body was powerless without American support but it appeared it could only get that support if it complied with America's domestic priorities.

Lt-Gen. Sanderson said few parts of the Western media would think of bombing by Stealth bombers "that come without sound in the night" as terrorism.

"But if you accept that its purpose is to shock and awe then you must concede that it could come into the definition of using terror-inspiring methods - particularly if it includes the threat of the use of weapons of mass destruction," he said.
