You're misunderstanding how Soviet (and Russian) "laws" work. The practice is called gaining "kompromat" (compromising materials). This is how it works: You know your rival is engaged in some kind of activity which is officially illegal. Everybody knows he is doing it, but nobody cares. Now, however, you decide you want him out of the way. You call up your friend in the KGB and say "So-and-so is guilty of blah-blah-blah." The KGB already knew it, but had no reason to arrest him or her. Now they do. Officially they are in jail for being gay; in reality, they are in jail because somebody influential wanted them there.
