Note that the column (news analysis article?) is, for the most part, a defense of Bush AIDS policies and a Times-typical underhanded attack on "conspiracy theorists from both sides," blah blah blah.

That's not some right-wing respondent to a reporter's question, that's the writer. He also waves away any type of community outreach program that might disturb the little old lady in Dubuque--really, the typical little old RNC contributor.
