I'd say it's probable the Talib leadership is just trying to get credibility by pointing to a major state backer. On the other hand, it is possible that the FSB thinks the threat of Islamic fundamentalism in Chechnya and the 'stans has been contained, and that therefore it has the room to back an anti-US force.
It's probably bunk, though.
