Deputy Prosecutor General Sergei Fridinsky told Interfax that a vehicle filled with explosives blew up outside the district administrative compound, causing casualties and destruction. The details are being clarified, he said.
Fridinsky also said that a criminal case of terrorism was opened under Article 205 of the Criminal Code.
He said he was leaving for the crime site immediately.
