True enough. However a direct vote by all means maybe everyone else decides the sewer will be in your area and votes that way - and then you're screwed.

Also, who gets to vote? Here in L.A. County, which is physically larger than the State of Connecticut, should everyone in the county vote on a possible sewer near me, or just some people?
