The only occasions I can think of when groups were targeted for ethnic grounds were when the Chechen, Ossetian and Ingush populations were deported en masse in WWII because some were allying with Hitler. 25% of those populations died, but it was not genocide. Putting people on cattle carls and relocating them to desolate areas is not how tou commit genocde; you do that by putting them in cattle cars and relocating them to death camps.
The Gulag as well killed a lot of people, but that was not its goal.
