Kadyrov appoints new Chechen government

Chechen President Akhmad Kadyrov has effectively finished forming the republic's Cabinet chief of the presidential and governmental offices Ziyad Sabsabi has reported. The official said that all appropriate decrees were signed late on Monday.

Anatoly Popov will remain Chechnya's prime minister. Eli Isayev was appointed first deputy prime minister. He also kept the post of finance minister. Isayev, who is a brother of Khusein Isayev, chief of the Chechen State Council, was appointed finance minister early this year. Dukvakha Abdurakhmanov, who was previously first deputy prime minister, was appointed deputy prime minister and agriculture minister. Ziyad Sabsabi, Mousar Khamidov, who oversees contacts with law enforcement agencies, and Adlan Magomadov, the Chechen president's envoy to the Russian president, were appointed deputy prime ministers.

Sabsabi said that a deputy prime minister who will not head any ministry will be responsible for social issues. This decree will be signed within the next few hours. Magomed Vakhayev will remain labor and social development minister.

The newly-formed government will also include Education Minister Lema Dadayev, Health Minister Shakhid Akhmadov, Economic Development and Trade Minister Abdula Magomedov, Nationalities and Press Minister Taus Dzhabrailov, Culture Minister Movla Usmayev and Construction and Architecture Minister Abu Sugaitov. Amad Temishev replaced Musa Doshukayev as minister of industry, science, technology and computerization. The heads of the government's committee also retained their posts.

Alu Alkhanov and Gen. Ruslan Avtayev are Chechnya's interior minister and minister of civil defense and emergency situations. Kadyrov said that he wants the ministers to accomplish the tasks they have been working on this year.

Further decisions will made based on the results of their work, Sabsabi said. The Chechen president is not planning any major reshuffles of personnel. Kadyrov said on Friday that these people (the ministers) had worked in Chechnya "in the most difficult period, during hostilities, risking their lives." "Many of them were heavily wounded, lost their relatives and friends. I think they should be given a chance to work now, when the situation is stable," Kadyrov said. //Interfax
